5. That the Colonial Office would consult the War Office with a view to drawing up the War Establishment to be filled so that the civilians they are selecting will fit into the Establishment.

That the War Office would take up with the Americans, through J.S.M. Washington, the question of making available for the Americans this Civil Affairs Staff for Sarawak, North Borneo, Brunei and Labuan.
7. That the Colonial Office would, in conjunction with the War Office, prepare estimates of the stores and supplies required, which can be put forward through the proper channels to the Americans in Washington.
8. That a similar procedure should in due course be operated in regard to Hong-Kong.
